Getting the best work for the least amount of money is a legitimate goal, but cost should not be the first priority. Once all other criteria for selecting an artist has been met, then consider price. Imagine the common scenario of musicians putting all of their creative energy into a project for weeks or months, investing in equipment, and paying for recording studio time. Now, imagine how wasteful it would be to have an amateur or uninteresting presentation lower the percieved quality of the music, only to save a few dollars! Additionally, by having a unique and desirable cover, you give your audience yet another reason to purchase an original rather than settling for an illegally dubbed copy.
